All water is toilet to tank. We are just arguing about how quickly it
happens. And if it happens too quick people don't like it.

I think the real issue is that if a region is so concerned about its water
resources that it wants to connect the sewage plant as directly as possible
to the water plant, then maybe it has more houses than the water resources
can comfortably support.
