Description

Knowledge, skills and abilities related to the job include: Knowledge of
chemistry, biochemistry, and/or related environmental sciences; skills in
conducting site inspections and/or field investigations; skill in
interacting with agency staff, the regulated public and other
governmental environmental regulatory officials to obtain necessary
information and/or resolve problems; skills in preparing narrative
and/or statistical reports that include conclusions and/or
recommendations; general knowledge of state and federal regulations
relative to nonpoint source water quality programs (including water
quality standards, regulations and the Clean Water Act); general
knowledge of potential water quality impacts due to land use
activities and facility operations; general knowledge of Total Maximum Daily
Loads (TMDLs) and Watershed Based Plans (WBP's); knowledge of word
processing, spreadsheet and database computer programs and skills or
capability to perform tasks or actions effectively dealing with public
participation and negotiation techniques; outreach and education techniques;
contract management organization and financial controls.
